The Common Council of the City of Kenosha is comprised of the Mayor and 17 alderpersons. The alderpersons work together to determine city policies and ordinances. One alderperson is elected from each of the 17 districts in the city for a two-year term. Elections take place on the first Tuesday of April in even numbered years.

The Common Council meets on the first and third Monday of each month at 7 p.m. in room 200 at City Hall, 625 52nd St. Several committee and board meetings also are scheduled each month. A schedule of meetings and the agendas are posted on our homepage, in city hall and at the library. Several alderpersons serve on each committee of the common council including: Finance, Public Works, Public Safety and Welfare, Stormwater Utility and Licenses and Permits. Members of the committees are appointed by the Mayor – and confirmed by a majority vote of the council – at the organizational meeting of the newly elected council.

The Mayor is elected to a four-year term during the spring election every four years. The position of Mayor is a full-time position. The Mayor has powers and duties imposed on the office by the state of Wisconsin; and has the general supervision of all city officers and heads of departments. The City Administrator is appointed by the Mayor, subject to approval by the majority of the Common Council.

The City Administrator handles the administration and control of the city's operations. The City Administrator oversees all city departments and sub-units in accordance with applicable laws, rules and regulations.

The department of finance is responsible for the financial operations of the City, including budgeting, internal controls, payroll, account payable, account receivable, internal and external financial reporting, debt management, investments, financial forecasting, developing and implementing City-wide financial procedures, general risk management, health and fringe benefit management, fixed asset inventory and property insurance inventory and the financial operation of the Storm Water Utility Fund.

 

Budget and Financial Servies coordinates the recording and processing of City-wide financial, procurment, health and benefit management, and risk management activites. City Administration works with the Common Council to identify and solve problems and develop guidelines for municipal operations and services.

The warmer months in Kenosha are filled with outdoor concerts, festivals, art fairs and historic re-enactments. Vintage car shows pay homage to the city's pivotal role in the U.S. auto industry.

With numerous unique cultural amenities, Kenosha celebrates the arts, entertainment, history, heritage and education. The public museum systems is among its jewels. The Kenosha Public Museum hosts a rotating display of artwork and a permanent exhibit featuring the mammoths excavated in Kenosha County. The Civil War Museum takes visitors back in time to the social politics and economic influences that contributed to the Civil War. The Dinosaur Discovery Museum is only a short ride away on the city's electric streetcar system. Dramatic life-size dinosaur replica casts make up the largest collection of meat-eating dinosaurs.

CITY OF KENOSHA MUNICIPAL COURT

PROCEDURE FOR APPEARANCES BY TELEPHONE

Any party that does not wish to appear in person may request that an appearance by telephone be scheduled. Simply call the Clerk of Municipal Court at (262) 653 – 4220 prior to the scheduled hearing to request the hearing be conducted by phone. If approved and an appearance is scheduled by phone, the defendant will provide a valid phone number for the court to call. The court will schedule a date and time for the call, and at the scheduled day and time the court will call the defendant at the number provided. The defendant must remain available to receive the call for at least one hour, beginning at the time the call is scheduled. The call from the court will appear as a blocked or private number on caller I.D. The defendant must answer the call. If a defendant should miss the call, the defendant should contact the Clerk of Municipal Court immediately, as failure to answer the call will result in the Defendant being found guilty by default. Mission Statement:

The City of Kenosha Municipal Court adjudicates all non-criminal traffic and local ordinance violations in the City of Kenosha. Seventy-Five percent of the cases that are heard are traffic related while the remaining twenty-five percent involve city ordinance violations. Municipal Court is in session every weekday morning from 8:30 a.m. until noon. Initial appearances are scheduled each morning. Indigence hearings, motions to suppress evidence, motions to reopen, and motions to modify a sentence are scheduled on Monday mornings. Most Juvenile matters are heard on Tuesday mornings. Trials to the court are heard Wednesday through Friday. Each year the Municipal Judge conducts approximately 150 trials and 1,000 other hearings. Overall, the Municipal Court handles between 15,000 – 20,000 citations annually.

Kenosha Regional Airport Aerial PhotoThe Kenosha Regional Airport (ENW) has been serving the needs of general and corporate aviation since it's construction in 1958. The 900 plus acre facility is owned and operated by the City of Kenosha, and is one of the busiest airports in Wisconsin. Kenosha Regional is also a designated reliever airport for corporate, freight, and general aviation activity for the Milwaukee/Chicago corridor. Kenosha Airport traffic is controlled and regulated by Air Traffic Control Tower Staff from 7:00 a.m. through 9:00 p.m. daily. Kenosha Regional is currently home to more than 270 based aircraft, more than any other airport in Wisconsin. As of 2015, 52 hangar leases are managed and enforced by the airport, consisting of 200 T hangars, nine aviation service businesses, four flight schools, several corporate departments, and two Fixed Base Operators (FBO's). The airfield is configured with 3 runways. The main runway, 7L-25R, measures 6,600 feet long by 100 feet wide. Runway 15-33 is 4,400 feet long by 100 feet wide, and 7R-25L comes in at 3,300 feet long by 75 feet wide. The 2016 Kenosha Regional Airport staff will consist of one full time Director, one Supervisor of Operations, two full time and three part time Airport Maintenance Technicians, and one part time Administrative Secretary. The staff is responsible for managing airport development, leasing of airport property, and maintenance of all airport owned buildings, grounds, and the airfield itself.

Hello, I am Patrick Patton, Chief of Police for the Kenosha Police Department.  Located on the shores of Lake Michigan in the southeast corner of Wisconsin, Kenosha is a wonderful place to live, work and recreate.  We have a solid economic base, a diverse offering of business and industry, and a wonderful creative arts community.

As the third largest municipal police department in the state, the Kenosha Police Department prides itself on providing excellent service and keeping its residents and visitors safe.  The department teams up with the Kenosha County Sheriff’s Department and other law enforcement agencies for joint specialized units such as the SWAT team and Hazardous Device Squad.  Located in the Public Safety Building, at 1000 55th Street, the department is in close proximity to Kenosha’s active downtown area.

Welcome, and thank you for taking time to learn about the Operations Division of the Kenosha Police Department. Operations includes both the Patrol and Investigative Divisions of the department.

The Patrol Division consists of three patrol shifts staffed by uniformed police officers and supervisors. These officers are responsible for patrolling our streets and neighborhoods, and responding to requests for service. The Patrol officers use all available methods and skills to combat crime and enforce laws. These include Bicycle Units, Motorcycle Units, K-9 Teams, and Walking Beats. They are simply the best quality officers you will find anywhere.

The Investigations Division is staffed by Detectives charged with the follow-up investigation of reported crimes. Working with patrol officers and using advanced investigative procedures that include crime-mapping software, surveillance equipment and expert investigative skill, we achieve a clearance rate that is envied by departments nationwide.

Members of both the Patrol and Investigative Divisions comprise the Special Investigations Unit (SIU) and staff specialized units such as the Special Weapons and Tactics (SWAT) Team, and, in conjunction with the Kenosha County Sherriff's Department, the Hazardous Device (Bomb) Unit. Hello, I am Captain James Beller, Commander of the Investigations Division. With 51 officers, detectives and supervisors, and multiple responsibilities and specialized units, the Investigations Division is the most diverse division in the Department. The Special Investigations Unit (SIU) develops gang related intelligence and supports investigations into gang and other street crimes. The Court Services Unit acts as liaisons between the police department and the criminal and municipal courts. The Financial Crimes Unit investigates financial crimes and the growing crime of identity theft. Sensitive Crimes detectives investigate sexual assaults, child abuse and domestic violence. The Accident Investigation Unit follows up on hit and run and other serious accidents. The Forensics Unit processes and evaluates evidence. General Assignment detectives, which form the largest part of the Investigations Division, investigate all other crimes ranging from homicides to thefts.

How are crimes investigated? Following up on a crime relies upon a time tested formula. Witnesses and victims are interviewed, evidence is seized and processed, and once identified and located, suspects are interrogated. While this seems like a simple formula, and it is portrayed as such on television, it is a very intensive process which relies specifically on two things, the police department which provides skilled practitioners including officers and detectives to investigate crimes, and a community which supports the department and is willing to provide information about crimes.

The City of Kenosha has a population exceeding 99000 people and covers a geographic area of approximately twenty-four square miles. Our shift is made up of thirty five patrol officers, three community service officers, and six supervisors who respond to a large volume of diverse calls each year. In order to best serve the citizens, officers patrol in squad cars, on motorcycles, on bicycles and walking beats. Each member of the shift is committed to positively interacting with citizens in an effort to assist them with the quality of life issues confronting each of them on a day-to-day basis. The Kenosha Water Utility is a municipally-owned, fiscally independent public utility organized under authority of §66.0805 of the Wisconsin State Statutes and Chapter XXXII of the City of Kenosha General Ordinances. The Kenosha Water Utility provides water and wastewater services to more than 100,000 people in the Kenosha area, including the City of Kenosha, the Villages of Bristol, Pleasant Prairie, and Somers. Surface water from Lake Michigan has been our community’s source for drinking water since 1894. The Kenosha Water Utility also provides a monthly household hazardous waste collection service for residents of the City of Kenosha. The Utility’s operations are solely financed by water and sewer service charges, receiving no property tax revenue from the City of Kenosha.

The Kenosha Water Utility Engineering Department is responsible for reviewing, approving, and inspecting all sewer and water infrastructure within our system.  In addition to a variety of other projects, such as:  responding to Digger’s Hotline locating requests, sanitary sewer televising inspections, manhole inspections, smoke testing of the sanitary system, flow monitoring, water main leak detection, and hydrant flow testing.  Our Geographical Information System (G.I.S.) Department is responsible for GPS collection and locating, as well as maintaining and updating our sewer and water system information in the GIS Database.

The Department of Public Works' mission is to provide public services for the convenience and safety of residents and visitors to the City. The Stormwater Utility‘s mission is to provide the City of Kenosha's stormwater with improved water quality as well as management and enforcement of the facilities that regulate water quality.

The streets, inlets, detention basins and storm sewers within the City collect stormwater and convey it directly into our waterways. Stormwater is NOT treated like the sanitary sewer system. The stormwater conveyance system consists of various components, including curb and gutter, catch basins, culverts, storm sewers, ditches and various City-owned detention facilities. The maintenance and operation of this system is provided by the Stormwater Utility, and benefits all properties within the City. The costs of these services are funded by a user fee listed on your Kenosha Water Utility bill.

To meet the requirements of the Federal Clean Water Act, the Wisconsin Department of Natural Resources developed a Discharge Permit Program that requires the City of Kenosha to improve water quality. The City implemented the Kenosha Stormwater Utility and dedicated its mission to meeting the requirements of this permit, thus improving the water quality for the citizens of Kenosha. The Stormwater Utility has implemented a variety of programs. These programs are as follows:

Citizens may schedule a curbside bulk waste pickup by calling the Department of Public Works at 262.653.4050, bulk waste pickups must be scheduled at least 24 hours in advance of regular waste collections days.

The Yard Waste/Brush Drop-Off Site, 4071 88th Ave, is open during the months of April - November. The site is open Monday - Saturday from 8:00 a.m. - 6:00 p.m. The site is closed on Sundays and Holidays.

Curbside Yard Waste Collection will resume in the Spring of 2024. Yard Waste must be placed in the City approved biodegradable bags for curbside collection - click here for coupon. No Phone Zone SignThere are 48 schools in the City of Kenosha, each with a designated School Zone, marked with signage. Public Works staff is continuing to update and install No Phone Zone signs (see photo) at each of the City schools. At this time, the following schools have the No Phone Zone signs posted:

Staff is updating the school zone signage around each school in the City of Kenosha to adjust and/or install additional signage.

The Pike Bike Trail is made up of interconnecting paths, both on and off road, linking Milwaukee to Chicago. Avid bicyclists may want to ride the entire trail in a day. Recreational riders may choose to ride the trail in segments. Daily trips could include riding from Kenosha north to Milwaukee, or south to Chicago. There are various stops along the way to rest and enjoy the scenery. Additionally, there are various bike lanes and routes available to cyclists throughout the city.

Roundabouts are becoming increasingly common on US roadways. The City of Kenosha utilizes roundabouts to increase traffic flow efficiency and safety under specific intersection conditions.

Our Street Division currently maintains more than 310 centerline miles of streets and alleys to provide safe travel for our City residents and visitors. Pothole repair requests can be directed to the Street Division at 262-653-4070 (M-F, 7 a.m. – 3 p.m.) or by using the City of Kenosha mobile app (for directions on how to download the City of Kenosha mobile app, click here). Please indicate if the pothole is HAZARDOUS, meaning capable of causing damage or an accident, so an emergency response crew can be dispatched immediately.

Street Hazards/Debris

Please report miscellaneous street hazards to the Street Division at 262-653-4070 (M-F, 7 a.m. – 3 p.m.) or the Police Department after hours. Some examples of street hazards are: displaced manhole covers, sagging overhead wires, malfunctioning traffic signals, missing electrical panel door or sink holes.

To report street debris, including animal carcasses/road kill, or to report barricade issues, please contact the Street Division at 262-653-4070 (M-F, 7 a.m. – 3 p.m.).

Street sweepers will collect leaves that naturally fall or blow into the street from the wind. It is against City Ordinance (§11.02 U) to place, sweep, throw or deposit grass clippings, rubbish, or other debris such as leaves into the streets or alleys. Raking leaves into the streets is prohibited and can block the sweeper pick-up nozzles and storm sewers.

Street Resurfacing

The work to repair, improve and maintain our roadways ranges from pothole patching to resurfacing and road reconstruction.

A resurfacing project typically includes:

  • Milling (removing) top layer of asphalt and paving new surface
  • Replacing hazardous walkways and driveway approaches as needed and adding federally required ADA wheelchair ramps
    • Note: Hazardous walkways and driveways are assessable to abutting property owners.
  • Replacing curbs as needed, due to deterioration or grading changes

Every other year City staff rates the roadways within the City based on their condition, and then prioritizes them for resurfacing. The City budgets approximately $1 million per year to the resurfacing of roadways within the City.

Alleys

Property owners can circulate a petition among the abutting property owners to request that the City pave their street or alley at a cost that will be assessed back to the abutting properties. The Public Works Committee will review the petition for consideration in a future capital improvements program. Property owners may contact the Public Works Department at 262-653-4050 (M-F, 8 a.m. - 4:30 p.m.) for petition requirements.

Several factors must be considered before a stop sign can be installed including: pedestrian, bicycle and vehicle volume, vehicle speed, collision history, visibility, and special conditions. Data is gathered and evaluated in accordance with the national guidelines published in the Manual on Uniform Traffic Control Devices (MUTCD). Stop signs are installed at an intersection only after a careful engineering study is completed, a 90-day trial period has taken place and approval is obtained from the Public Safety and Welfare Committee and the Common Council. Stop signs are intended to assign right-of-way at an intersection, NOT to control speed. Often, other measures such as parking restriction, tree or hedge trimming to increase sight distances, or speed enforcement can improve traffic safety at an intersection. Fire Station #4, located at 4810 60th Street, has been rebuilt. Construction was completed in the late fall of 2022. Please see the video above to take a virtual tour of the new station. Fire Station #4 is also home to the Fire Department's Training Division and Maintenance Division.


The Kenosha Fire Department Administration Office has moved to 2121 Roosevelt Road (the former Station 3 building) effective May 3, 2021. OPEN BURNING ORDINANCE

The City of Kenosha does allow "Recreational Fires"

This is allowed under the following conditions:

  • Fire is contained in a commercially available fire pit/fireplace with a screen in place.
  • Clean and dry wood are used (no trash or yard waste).
  • Fire is used on a level, stable and non-combustible surface.
  • Fire is not within 15 feet of a combustible structure, house, garage fence, etc.
  • Wind speed is at 15 mph or less. Wind Speed
  • Fire is attended by a responsible adult with proper means of extinguishment.
  • Hours limited to 4:00pm until 10:00pm.  Propane fireplaces are not limited to this time restriction.
  • Air quality is deemed"good" or "moderate" by the Wisconsin DNR. For current DNR Air Quality, click here

Calls for Open Burning outside the conditions as stated above will result in a Municipal Citation of $187.00.

Please enjoy recreational fires safely and be a respectful neighbor.  If fires create smoke that is intrusive to your neighbors, it is deemed a "nuisance". In this event, we will ask that you extinguish the fire and issue you a warning.  A warning will mean that if the Fire Department a called for a similar call, you will issued a municipal citation.

Life Ring Kiosks have been placed on the Light house Pier, the South Pier and both sides of the Pike River exit.  Please avoid the need for these by staying clear of swimming in these areas.  There is a fine for tampering with these life saving devices.

Lake Michigan is known to be the most dangerous of all the great lakes. It is referred to as an "inland sea." The weather can change rapidly and undercurrents make swimming very hazard. Swimming from the north or south pier is illegal and dangerous as well. The ever moving tide and undercurrent is extremely dangerous in the harbor inlet, the marina inlet and the the pike river outlet. Many have lost their lives in these  waters. Lake Michigan is beautiful and a first class body of water for swimming, fishing and other recreational sports. Please respect the dangers inherent in this body of water.

Current Beach Conditions

Rip Tides occur during increased surf and wave heights. This also occurs when another body of water enters the lake. There are areas in Lake Michigan this happens. Most dangerous is where the Pike River drains into Lake Michigan. This is historically a dangerous place to swim. The area is very unpredictable. The waves and amount of water that drain into the lake can create a drastic and dangerous undertow that will convey a swimmer off-shore in a very short time. Swiming in or near this area is not advised.

Are you properly insured?

Most home-owners insurance policies cover fire and content loss to $300,000.  You may exceed this if you have a fire that causes damage to a neighbor's property.  Please review your policy.

Renters

Fire loss to the physical property cover the owner's property.  Renter's items are not insured by the owner's insurance.  If you rent, you will need your own policy to cover any losses to your items.  Frequently renters will ask "Are my belongings covered".  Unless the renter has an insurance policy, renters items are NOT covered.  Typical renter's insurance premiums range from $150-300 for a typical 3 bedroom apartment with belongings.  If you rent, please review you insurance needs to avoid undue hardship after a fire.

Station Visits

Would you like to take a tour of your local fire house? We have five stations located throughout the City of Kenosha. We will show you where our firefighters work and sleep and what gear and equipment they use. We can include an age-appropriate safety talk along the way. See our guidelines below. Tours normally take about 30 minutes. Please be respectful of the time as our personnel have daily duties and training they need to attend to.

Guidelines

The following guidelines regarding fire station visits are to ensure the safety of visitors and to assist Fire Officers with time management in fulfilling their community service and emergency response duties.

  •  Please reach out to request a tour at least two weeks prior to the date you are requesting to visit

  • 30 kids or less per tour. It is recommended that children be at least 3 years old

  • There must be an adequate number of responsible adult chaperons to maintain control of your group

  • The Kenosha Fire Department makes no guarantee that the date/time you request will be available

  • Please understand certain events may occur that will force a delay to the start of a tour or cancel it all together. These events include but are not limited to:

    • Emergency fire and medical calls

    • Impending severe weather

    • Unexpected personnel shortage

Prepare for Your Visit

Since our stations are in service during tours, please prepare children that there may be loud noises. Equipment should not be touched unless invited to do so. Safety is of the utmost importance and visitors must listen to the Firefighter leading the tour. The possibility exists that the crew could be called out on an emergency before or during the visit. If this should occur, we have to close the station and end your visit. We will be happy to reschedule your tour at a later date if necessary.

2020 Census - Together We Count!

Dear City of Kenosha Residents,

In mid-March 2020, the U.S. Census Bureau will mail an invitation to respond to every household in the United States asking them to complete a brief census questionnaire. In support of this important and historical event, I proclaim Thursday, February 13, 2020 as “2020 Census Call to Action Day” in the City of Kenosha to kick-off the upcoming events and activities heightening the awareness of the importance of completing a 2020 Census questionnaire.

My message is simple; I, along with Common Council members, want everyone to participate in the 2020 census, and to engage as many residents as possible to help make sure every individual in the City of Kenosha is counted.

The process is easier than ever before. New to the 2020 Census is the option to complete the survey online (using a computer, laptop, tablet or smartphone), by mail or by telephone. You can review the 2020 Census questionnaire by clicking here .

The City of Kenosha is pleased to launch this website page as part of our proactive efforts to raise census awareness and encourage residents in our area to get involved! On this page, you will find facts and resources pertaining to the 2020 Census. In order for our City and our state to receive our fair share of funding for various services, it’s important everyone is counted. Every year, Congress allocates over $800 billion to states, counties and cities nationwide based on census data – funding for public safety, health, education, transportation, and more. Census data is also used to decide the number of representatives serving each state in Congress, and the data helps define districts at the state level as well.

The City of Kenosha has formed a Complete Count Committee (CCC) led by the City of Kenosha’s Department of Administration. In partnership with local community, government and business leaders, non-profit organizations, youth representatives, faith-based members, KUSD, colleges, universities and community residents, the CCC has been working hard and will continue to strive to reach all populations, especially those that are historically under-counted. I call upon all residents to help us in our efforts to include all individuals and households.

This is a Call to Action to every City of Kenosha citizen – I encourage everyone to mark you calendar to remember Census Day is April 1st, and is the official deadline for households to complete the questionnaire. I’m proud to say that in the 2010 Census, Wisconsin had the highest response rate of 82% (defined as the percentage of questionnaires mailed back by households that received them) than any other State in the Nation. Let’s do it again in 2020! TOGETHER WE COUNT!

Emergency Housing Vouchers

The City of Kenosha has been awarded funding by the American Rescue Plan Act of 2021 (Public Law No: 117-2) on July 1, 2021. The American Rescue Plan Act allowed The Department of Housing and Urban Development (HUD) to allocate additional vouchers to housing authorities. We are please and excited to announce that the Kenosha Housing Authority (KHA) has received funding for the following individuals/families who are (1) homeless, (2) at risk of homelessness, (3) fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking, or (4) recently homeless.

If you need rental assistance and fall into one of the above categories, please contact the Kenosha Human Development Services (KHDS) office at (262) 764-8555 and ask for information about the Emergency Housing Vouchers. KHDS is working with our office in identifying referrals.

Kenosha residents wishing to be considered to serve on a City Board or Commission may submit an application using the form below. Appointments to Boards and Commission are made by the Mayor, and confirmed by the Common Council.

Application for Boards & Comissions

Airport Commission – usually once a month

Commissioners are empowered to adopt regulations, approve leases, establish fees and charges, recommend an annual budget and review policies to be approved by the Common Council and within Federal Aviation Administration guidelines. Commissioner should be an individual who is interested in Aeronautics.

Board of Housing Appeals – meet as needed

The Board of Housing Appeals hears appeals from property owners about Orders to Repair they have received and were issued by the City's Property Maintenance Division. The board only meets when an appeal has been filed, except for the annual meeting which is held in May.

Board of Review – meets as needed, usually in June and July

This board usually meets 10-15 mornings in June and July to hear appeals to property assessments. Candidate must be a City of Kenosha resident.

CDBG Commission/HOME Program Commission – meets as needed

THE CDBG Program provides annual grants on a formula basis to entitled cities and counties to develop viable urban communities by providing decent housing and a suitable living environment and by expanding economic opportunities, principally for low and moderate income persons.

City Plan Commission – meets Thursday after Council (which meets 1st & 3rd Monday of month)

The responsibility of the commission is to make and adopt a Master Plan for the physical development of the municipality; make reports and recommendations relating to the plan and development of the city; hold public meetings and hearings; and recommend to the Common Council, from time-to-time, amendments, supplements or modifications of the Master Plan or other land use regulations. Candidate must be a City of Kenosha resident.

Civil Service Commission – once a month if agenda is present

The commission shall review and comment on the Director of Human Resources proposals for new rules and regulations or for amendments to existing rules and regulations authorized the governing ordinance. Also serves as an appeals body to hear appeals from disciplinary actions. After hearing an appeal, the commission shall have the authority to affirm, reverse or modify the action of the appointing official.

Historic Preservation Commission – usually once a month

The responsibility of the commission is to promote historic preservation within Kenosha by nominating structures, sites and districts for historic designation, preparing district plans, reviewing proposed work and issuing certificates of appropriateness and letters of denial, providing technical assistance, and fostering an appreciation of the city's historical and architectural heritage.

Kenosha Area Tourism Corporation – usually meets once a month

The Kenosha Area Tourism Corporation deals with improvements of image for the greater Kenosha area, including strengthening the spirit of community involvement among citizens and business persons, the attraction of visitors and the promotion of holding and conducting of convention, public gatherings, and public attraction, and to develop civic interest and participation towards this mission.

Kenosha Hometown Heroes Commission – usually 2nd Wednesday of each month

The Kenosha Hometown Heroes Commission was created to identify and recognize worthy men and women of or from the City of Kenosha who have served or are currently serving in the United States Armed Forces. Members serve for 2-year terms must reside in the City of Kenosha. At least four of the six citizen members must be veterans.

Kenosha Housing Authority – meets 3rd Tuesday of month

The KHA Board reviews and approves each month expenditures for both administrative and rental housing cost and adherence to budget projects. The board also approves the annual administrative budget, administrative plan revisions, City housing development plans, offers to purchase, second mortgages on City home purchases, the HOME Program, bond development and the applications for new programs and projects.

Kenosha Lakeshore Business Improvement District Board of Directors – meets quarterly.

Current mission of the BID Board is to create a livable, vibrant space which is sensitive to our historic roots, with significant activities and jobs that make it a destination for the region. Goals and objectives included reducing vacant commercial and residential properties, creating a comprehensive advertising and marketing campaign, promoting cooperation with the City to beautify the district, update infrastructure and preserve historic heritage, and promoting cooperation and communication among BID members. Majority of board members must own property or operate a business in the Lakeshore BID District

Kenosha Public Library Board of Trustees – meets 2nd Tuesday of month

The Library Board of Trustees carries out the Library's mission by authorizing the KPL business plan and operating policies, setting long range goals and objectives, hiring and retaining a competent Library Director, monitoring Library operations and providing accountability for the Library to the public.

Kenosha Public Museum Board of Trustees – meets 2nd Thursday of month

The Board's major functions include the establishment of the policies, goals and purpose of the Kenosha Public Museums; select and govern its Director; control the Museums finances, funds, grants and endowments; prepare, approve and submit an operating budget and to direct expenditure of funds provided in the budget; accept and control donations, bequests and miscellaneous receipts; serve as Trustee for Museums funds and collections; and authorize selection, acquisition and maintenance of collections, specimens and artifacts.

Mayor’s Youth Commission – usually meets 2nd Wednesday of the month

The commission explores, communicates and provides for the needs, problems, issues and activities affecting the youth of Kenosha. They also partner with Kenosha Unified School District and other school entities to encourage nominations of youth in the community for Mayor's Youth Commission Awards on a quarterly basis. The Commission organizes and implements an annual dedication ceremony for the Brick Memorial at Wolfenbϋttel Park, where engraved bricks are purchased and installed each year and profits provide for youth scholarships. The Commission also arranges for an annual banquet for all award and scholarship winners and also volunteers to assist at City sponsored events.

Police & Fire Commission – meets 3rd Tuesday of month

Solely responsible for appointment of the Police and Fire Chief. Also approve appointment of new police officers a well as promotions in both departments. Have the ability to set the qualifications for police officers and firefighters and to see the passing score for the written test for new officers/firefighters. Responsible for convening disciplinary hearings if charges are filed by the Police Chief, Fire Chief or any citizen against a police officer or firefighter. Candidate must be a City of Kenosha resident.

Redevelopment Authority – meets Tuesday after 2nd Council meeting of month

The Authority is an independent, separate and distinct public body whose purpose is blight elimination, slum clearance and urban renewal. The Authority's powers include the acquisition and real property by eminent domain and issuance of revenue bonds to fund its activities.

Sex Offender Residence Board – meet as needed

The City of Kenosha Sexual Offender Residency Restrictions, General Code of Ordinances, §11.033, have been established to service the City of Kenosha's interest to promote, protect and improve the health, safety and welfare of the citizens of Kenosha by creating areas around locations where children regularly congregate in concentrated numbers wherein certain sexual offenders and sexual predators are prohibited from establishing temporary or permanent residency.  The Board's primary function is to hold hearings on each petition for exemption from the sexual offender residency restrictions and decide by majority vote whether to grant or deny an exemption to the petitioner. The Board shall base its decision on factors related to the City's interest in promoting, protecting and improving the health, safety and welfare of the community.

Transit Commission – meets 3rd Monday of month

The commission is responsible for managing the municipal parking lots, establishing fees and charges for parking permits as it determines reasonable. They also establish fees and charges to ride the city buses and streetcars; approve equipment purchases and contracts; and hold public hearings when rate changes are needed.

Zoning Board of Appeals – meet as needed

The Zoning Board of Appeals is a quasi-judicial body (functions in many respects like a court). The board hears variances, special exceptions, and administrative appeals. Variances, etc., may be granted when the appellant can prove that enforcement of the Zoning Ordinance would result in unnecessary hardship for the petitioner. Candidate must be a City of Kenosha resident.
