Employment of Relatives - Nepotism

With the exception of library, and protective service (Police and Fire) relatives, a person is not qualified for initial employment if the person would be immediately supervised by a relative.  "Relative" includes any member of your immediate household or any person whose relationship by blood or marriage is as close as or closer than first cousin, grandparent or grandchild, including step relationships.

Privacy of My Application

Online applications are stored on a secure site. Only authorized employees and hiring authorities have access to the information submitted.  Although a number of employers utilize NEOGOV, and you may use your NEOGOV login to submit your application to other employers, the City can only view your City of Kenosha application.

However, applications and many other recruitment documents may be subject to open records disclosure based upon Wisconsin Statutes and case law. Section 19.36(7) of the Wisconsin Statute provides applicants a choice in revealing their identity in the event of a open records request unless they become a finalist for candidacy or is ultimately hired.

Residency

General Employees

As of July 2, 2013, the State of Wisconsin prohibits local government, except as required under state law, from instituting or enforcing residency requirements on current or prospective employees. Residency rules no longer apply to current or prospective general employees of the City of Kenosha except for the following:

Firefighters

Prior to the completion of the 121 working day probationary period, applicants must reside within Kenosha County, Racine County (except the Town of Waterford; however the Village of Waterford is acceptable), Franklin, Oak Creek, or South Milwaukee. The incumbent of this position is required to maintain such residency during the term of employment as long as he/she remains a protected service employee as a condition of employment.

Police Officers

Within one month after the completion of the 352 working day probationary period, applicants must reside within Kenosha County, Racine County (except the Town of Waterford; however the Village of Waterford is acceptable), Franklin, Oak Creek, South Milwaukee or Lake County, IL. The incumbent of this position is required to maintain such residency during the term of employment as long as he/she remains a protected service employee as a condition of employment.

Veteran Preference Points

Qualifying U.S. military veterans and certain spouses of such veterans may be granted preference points towards their total score from the City of Kenosha employment examination process.  Applicants must make it to the eligibility list in order for the preference points to be applied.  Applicants should also meet one or more of the following criteria:

  • Served for at least two continuous years on active duty under honorable conditions
  • Served the full period of his/her initial service obligation
  • Was discharged or released after less than two years due to hardship
  • Incurred a service connected disability or a reduction in the armed forces

Through the supplemental questionnaire on the application, applicants will need to specify the qualifying war time service during which the applicant or his/her spouse had active military service, the military branch, and the number of preference points he/she is claiming. Applicants may receive the following preference points:

  • 10 points as a non-disabled veteran with qualifying service
  • 15 points as a disabled wartime veteran whose disability is LESS THAN 30% and directly traceable to war service
  • 20 points as a disabled wartime veteran whose disability is 30% OR MORE and directly traceable to war service
  • 10 points as a spouse of a disabled veteran whose disability is 70% OR MORE and directly traceable to war service
  • 10 points as an unmarried spouse of a veteran who was killed in action OR died from a service connected disability

Applicants should submit a DD-214 with their application.  However, any personal information (i.e. DOB, SSN) should be redacted from the DD-214 prior to uploading.
