Employees Not Represented by a Union

Regular full-time employees are eligible to receive holiday pay for the following designated holidays.  Community Service Officers (CSO’s) are paid for the following holidays regardless if the holiday falls on a regularly scheduled work day:

  • New Year’s Day
  • Martin Luther King, Jr. Day
  • Friday before Easter
  • Memorial Day
  • Independence Day (July 4th)
  • Labor Day
  • Thanksgiving Day
  • Day after Thanksgiving
  • Christmas Eve Day
  • Christmas Day
  • New Year’s Eve Day

Regular full-time employees employed as of March 1st shall be entitled to two (2) floating holidays which must be used before December 1st of the same calendar year.

CSO’s who work on a designated holiday shall be granted one (1) work day off after the following holidays have passed (to be taken at a later date): Christmas Eve, New Year's Eve Day, Memorial Day, Friday before Easter and Martin Luther King, Jr. Day. The following holidays shall be incorporated into the day-off schedule of each CSO working the 4/2 work schedule: New Year's Day, Independence Day, Thanksgiving Day, Day after Thanksgiving, Labor Day and Christmas Day. CSO’s employed as of March 1st shall be entitled to two (2) floating holidays per year. Such holidays may be used at such time as may be approved by the Chief of Police or his or her designate consistent with the needs of the department. CSO’s must use all accrued floating holiday hours within the calendar year or they shall be forfeited without compensation.

Employees Represented by American Federation of State, County, and Municipal Employees (AFSCME Local 71 Transit)

AFSCME Local 71 employees will observe the same holidays as General Employees.  However, employees employed as of March 1st shall be entitled to three (3) floating holidays which must be used before December 1st of the same calendar year.  Scheduling of the floating holidays are subject to the approval of the supervisor and/or department head.  Reference the contract for observed holiday criteria and holiday pay eligibility.

Employees Represented by Amalgamated Transit Union (ATU)

Eligible full-time employees receive the following holidays: New Year’s Day, Labor Day, Memorial Day, Thanksgiving Day, Independence Day and Christmas Day. Part-time employees who have worked for one year and a minimum of 1,040 hours in the previous year shall earn four (4) hours of holiday pay for the following holidays: Memorial Day, Thanksgiving Day and Christmas Day.  On March 1st of each year, eligible employees are credited with their full floating holiday accumulation for that year based upon the following: one half (½) floating holiday on each month of the calendar year plus one (1) floating holiday in lieu of the Martin Luther King Jr. holiday (observed on the third Monday of January) for a total of seven (7) floating holidays. If one of the seven floating holidays is not used or scheduled by November 30th, it shall be paid to the employee on the payroll check immediately prior to December 25th. All other floating holidays must be used by the end of the calendar year.

Employees Represented by International Association of Firefighters (IAFF)

In lieu of having the specified holidays below off with pay, firefighters are entitled to eight (8) "work reduction days". Firefighters must be employed through the entire period to be eligible for holidays.

Employees Represented by Kenosha Professional Police Association (KPPA)

The following holidays shall be considered paid holidays whether they fall on an employee’s scheduled workday or day off:

  • New Year’s Day
  • Martin Luther King, Jr. Day
  • Friday before Easter
  • Memorial Day
  • Independence Day (July 4th)
  • Labor Day
  • Thanksgiving Day
  • Day after Thanksgiving
  • Christmas Eve Day
  • Christmas Day
  • New Year’s Eve Day

New Year's Day, Easter, Independence Day (July 4th), Labor Day, Thanksgiving and Christmas Day shall be incorporated into the day off schedule of each employee working the 4-2 and 5-2 work schedule. Christmas Eve, New Year's Eve Day, Memorial Day, the Friday before Easter and Martin Luther King, Jr. Day shall be compensated for in the following manner: Each employee be granted a working day off after the holiday has passed, except that as to Memorial Day, every employee who is a veteran of the Armed Services shall be entitled to this day off, but in the event this day falls on an employee's scheduled workday and said employee cannot be scheduled for this day off (due to staffing levels) and said employee does not wish to have this day off, the employee shall be compensated with one (1) day off at a later date.

Each employee shall be eligible for one (1) floating holiday per year in addition to the above holidays. Such floating holiday may be used at such time as may be approved by the Chief of Police consistent with the needs of the department. Employees shall not be permitted to carry more than ninety-six (96) hours of accumulated holiday time off beyond December 31st of each year.
