Street Parties/Street Closings:
   Citizens within the City of Kenosha may block off their street for a party with permission from the Public Works Department. The request must be received no later than 2 weeks prior to the date of the party. Contact the Public Works Department at 262-653-4050 for an application, or print, complete and mail this street party/street closing permit form to Public Works Department, 625 - 52nd Street, Kenosha, WI 53140. You will need to contact Public Works for current fee. Applicants should read the Code of General Ordinances regarding this permit - Chapter 5.04 B1;
 
Sidewalk Complaints
  Property owners and occupants are required to remove snow and ice from their sidewalks within 24 hours of the day following a snowfall. Failure to observe this ordinance may result in a fine. It is unlawful to shovel, dump, snowplow, plow, or otherwise place snow in any public street, highway, or alley right-of-way. For other Sidewalk Maintenance complaints and violations of this ordinance, contact the Department of Public Works 262- 653-4050. Sidewalk Replacement
 

In accordance with Wisconsin State Statues, the city is obligated to have the sidewalks safe for pedestrian traffic. The City has adopted standards for acceptable sidewalks which are published in Chapter 5 of the Code of General Ordinances.

Like most other cities, the City of Kenosha requires property owners to bear the cost of maintaining the sidewalks abutting their lots in a safe condition. When a property owner chooses not to make the necessary repairs, State Statues and City policies provide for the City to have the work done by a contractor and the cost charged the property owner as a special assessment. The owner of a house may replace the sidewalks in front of his/her property provided they first obtain a permit for the work and meet all City requirements.

 
Driveway Approach, Sidewalk, Curb & Gutter Permit
 

To obtain a permit: Print, complete and mail this Permit Application form with the proper fee to: Public Works Administration, 625 - 52nd Street, Kenosha, WI 53140. If a homeowner and doing own concrete work (driveway approach or over 4 squares of sidewalk) an Owner's Sidewalk/Driveway Performance Bond form is also required.

Street/Alley Vacations
  Property owners may circulate a petition among their neighbors and submit it to the Common Council requesting their street or alley to be vacated; or they may contact their alderman to act on their behalf. The petition will be referred to the Plan Commission for study and recommendation. If more information is desired, contact the City Development Department at (262) 653-4030. Street/Alley Paving
  Property owners should circulate a petition among the abutting property owners requesting that the City pave their street or alley. A form may be obtained from the Department of Public Works Administration Office, 625 52nd Street Room 305. The petition will be reviewed by the Public Works Committee for consideration in a future capital improvements program.
 
Street Resurfacing
  The Public Works Department - Engineering Division maintains a condition rating report for each street segment in the City of Kenosha. The condition rating is considered along with other criteria such as the traffic volumes, utility work, available funding, and others when the decisions to include streets in the capital improvements program. Streets proposed for paving work are prioritized, and are often on the list for several years before they are included in a paving project.
 
Contractor's Work Schedule
  Pavement construction work is done by independent contractors. They schedule their crews for this project and others to best fit the time allotted for project completion. Often certain tasks are done by sub-contractors who also schedule their work to best fit their own workloads. Also, a contractor may be working on other streets in the project that are located in other parts of the City.

Depending upon whether the light is on a wood or concrete pole will determine who you should contact for repair.

Animal in the Street
  It there is an animal carcass in the street, it will be picked up by the Street Division. Please contact the Street Division during their normal business hours at 653-4070.
 
Alternate Street Parking
 

Alternate side parking is in effect from December 1 thru March 31 of each year.

  • On odd calendar dates, between the hours of 1 AM & 6 AM, park on the side of the street bearing odd-numbered addresses.
  • On even calendar dates, between the hours of 1 AM & 6 AM, park on the side of the street bearing even-numbered addresses.
 
Snow and Ice Control

Salt
  The first step in fighting any storm is to spread salt on priority salt routes. The average salt run uses 200 - 300 tons of salt and take approximately 8 hours of city manpower.
Ice Control
  The City uses rock salt to eliminate ice on designated salt routes. Ice control efforts are targeted on highly main thoroughfares, bus routes, school access roads, and all intersections with traffic signals and stops.
Snow Removal
  The first step in snow removal operation is plowing of the priority snow routes. These routes include highly traveled main thoroughfares, bus routes, school access roads, and posted snow routes. After 4 inches of snow has fallen, residential plowing occurs. It is the Street Division's goal to have all residential streets cleared within a 16 hour period following the END of a storm. Snow plowing is done entirely by City personnel and equipment. In order to clear streets as fast as possible, all qualified city employees assist Street Division personnel during major snowfalls.
Snow & Ice Removal from Sidewalks

Violations of this ordinance should be reported to the Department of Public Works at 653-4050.
Snow Emergencies
  A snow emergency may be declared when snow conditions reach a depth of 4 inches, or when snow causes hazardous driving conditions. Notice of a snow emergency is always given a minimum of 2 hours prior to enforcement and can be expected to last up to 72 hours. The city may terminate an emergency ahead of this time period by standard notification. When a snow emergency is in effect, NO PARKING IS ALLOWED ON ANY CITY STREET UNTIL THE EMERGENCY HAS BEEN CANCELLED.
 
Stop Signs/Traffic Control
  Several factors must be considered before a stop sign can be installed, including pedestrian, bicycle and vehicle volume, vehicle speed, collision history, visibility, and special conditions such as hills or curves. We have to gather data and evaluate in accordance with nation guidelines published in the Manual on Uniform Traffic Control Devices (MUTCD). Stop signs are installed at an intersection only after a careful engineering study indicates it its appropriate. Stop signs are intended to assign right-of-way at intersection, NOT to control speed. Often other measures such as parking restriction, tree or hedge trimming, or speed enforcement can improve traffic safety at an intersection.
