Section 8 Housing Choice Voucher (HCV) Program

Wait List Open Enrollment Site

The HCV Program is a federally–funded program that subsidizes decent, safe, and sanitary housing for low-income persons. Applicants must meet all U.S. Department of Housing and Urban Development income and eligibility requirements. Applicants already on waiting lists for other housing programs must apply separately for this program. Applicants will not lose their place on other waiting lists when they apply for Housing Choice Voucher assistance.

WHEN: The open enrollment period will be from Wednesday, August 24th, 2022 at 9:00 a.m. Central Time to Wednesday, August 24th, 2022 at 9:00 p.m. Applicants do not need to rush to apply as this Wait List is not on a first- come, first-served basis.

HOW: Pre-applications will be accepted online only. Only one pre-application per head-of-household will be accepted. Duplicate or fraudulent pre-applications will be rejected. Paper applications will not be distributed or accepted. Submission of a pre-application does not guarantee placement on the Wait List, eligibility, or the offer of a Housing Choice Voucher.

WHERE: Pre-applications will not be accepted at the Kenosha Housing Authority office. Pre-applications can be submitted ONLINE with the use of a personal computer, laptop, smart phone or tablet. Computers are available for public use at the Kenosha Public Uptown Library 2419 63rd St during their normal business hours. No applications will be accepted after 9:00 PM on Wednesday, August 24, 2022.

REASONABLE ACCOMODATION: It is the policy of the KHA to provide reasonable accommodations to those persons with disabilities so that they can participate equally in its housing programs. To request a reasonable accommodation, please contact the Housing Authority at (262) 653-4120.

INFORMATION NEEDED: Full legal names, Social Security numbers, birthdates, and income information for every person in the household. The head of household must provide an email. The information you provide must be truthful and complete to the best of your knowledge. An email addresses will be required. If you do not have an e-mail address, the application process will allow you to create one. You are responsible for keeping track of your own logins and passwords! If you need assistance in another language, Google Translate will assist you during the application process.

PRE-APPLICATION SELECTION: Once the open enrollment period ends, a computer will randomly select between 1,500-1,700 of the pre-applications received to be placed on the Wait List. On September 8th, we will post the status information on www.assistancecheck.com. Please ensure you keep your login information you set up for your application. Applicants may visit the webpage to verify if they were selected on or after September 8th. Letters will be mailed to those applicants who are selected in the lottery. Being selected for placement on the Wait List does not guarantee you will be eligible for an offer of a Housing Choice Voucher.

WAIT TIMES: The KHA does not provide emergency or immediate housing. The amount of time you will wait before your pre-application is screened may be months to years. Vacancies and HUD funding may also affect the wait time. You will be notified by mail when the KHA is ready to screen your application. Waiting list applicants are required to report, in writing, changes of mailing address and family composition. The KHA gives preference to applicants who live, work, or attend school in Kenosha County, and the KHA gives preference to applicants who are either disabled, elderly, or who have minor children in the household.

PROOF OF RESIDENCE: Applicants must truthfully provide the current address they are residing at. At the time an application is pulled, applicants must provide proof of their address from the time of application. We recommend saving a recent piece of mail from this year to meet that requirement.

SCREENING: At the time of the eligibility interview, the KHA will conduct background checks and screen for previous tenant history in assisted housing for all adult household members.

MAXIMUM INCOME LIMITS PER HOUSEHOLD SIZE: If your annual, gross household income is at or below these limits, you may qualify for assistance. (Income limits are subject to change.)
